Early Life and Education

Cecilia Ogwal, born on June 12, 1946, in Dokolo District, Northern Uganda, embarked on a journey that would shape her into a trailblazer. Her academic pursuits led her to the University of Nairobi, where she earned a Bachelor of Commerce degree in 1970. With a passion for continuous learning, she also acquired a Certificate in Human Resources Management from the Uganda Management Institute and pursued further qualifications in Singapore and Australia.

Professional Endeavors

Cecilia’s professional life was marked by diversity. From serving as the Liaison Officer for Returning Ugandan Refugees to contributing as the Operations Manager at the Uganda Advisory Board of Trade, her dedication to her country’s development was evident. In 1982, she played a pivotal role as one of the founders of Housing Finance Bank and later chaired the Uganda Development Bank from 1981 to 1986.

Political Engagement

Transitioning into the political arena, Cecilia became the Acting Secretary General of the Uganda People’s Congress (UPC) from 1985 to 1992. Her significant contribution during the Constituent Assembly in 1994 played a crucial role in the drafting and promulgation of the 1995 Ugandan Constitution. Remaining a loyal member of the UPC, she later joined the Forum for Democratic Change party, winning the Women’s Representative seat for Dokolo District in 2011.

Parliamentary Legacy

Cecilia Gwal’s impact extended to the parliamentary arena. Serving on the Committee of Physical Infrastructure, she oversaw policy matters related to Lands, Housing, Urban development, Works and Transport, and Physical Planning. Her dedication to shaping Uganda’s developmental trajectory was further evident in her influential role on the budget committee.

Beyond her political and professional achievements, Cecilia , affectionately known as “The Iron Lady,” had a glamorous side. Winning the first “Miss Uganda” contest at the age of 23 in 1969, she added a touch of elegance to her multifaceted life.
