GUIDING PRINICPLES FOR MAKING ORDINANCES AND BYE-LAWS REFERENCE HAND BOOK
This Reference Hand Book is to guide councilors on how to develop
Ordinances and By-laws to match government policies.
Women Leadership Development - WLEDE is implementing
“Strengthening women’s participation in local governance to improve
service delivery “project in Aromo, Ogur sub counties and Lira City.
Outcome 1 of the project is “20% increase in maternal health services'
availability to women and girls and stocking of first-line drugs at the
health facilities plus 20% increase in retention of girls in school at primary
education level”.
Development of policy briefs and engagement of the local leaders to
advocate for improved services for the communities is one of the activities
to support the achievement of the outcome.
This is also envisaged to improve the leaders’ capacity in monitoring of
service delivery, documentation and increased contact of the elected
councilors with the electorate to fulfill their legal mandate thus increased
quality and availability of health service delivery to the communities.
With this background, this Reference Hand Book will guide councilors on
how to develop Ordinances and By-laws to match government policies.
Also included in here are, the policy briefs on Education” Retention of the
girl child in UPE Primary Schools” and Health “Maternal Health and
Essential drugs”.
We appreciate the enthusiasm and strong sense of Lira District leadership
that has made the project progress a success for contributing to the achievement of
WLEDE’s vision. We also acknowledge African Women’s Development
