ROLES OF LOWER LOCAL GOVERNMENT LEADERS AND ORDER OF BUISNESS

This handbook is to guide Local Council leaders on their roles and
responsibilities as leaders.WLEDE is implementing a three-year project
titled “Strengthening Women’s Participation in Local Governance to
improve service delivery in Lira Municipality, Aromo, and Ogur sub
counties-Lira district. In this project, WLEDE conducted training for
women and youth local council leaders on Advocacy, Lobbying and
Leadership skills to equip them with knowledge and practical skills so as to
improve their effectiveness and impact of their work while deepening their
understanding of the interconnectedness of governance and human rights to
development.
In this training, the District Speaker requested WLEDE to avail the Local
Council leaders with reference information to enable them to undertake their
roles and responsibilities.
The information in this publication has been extracted from the Ministry of
Local Government (2012) Induction of Local Government Councils
Participants Handbook, Local Government Act 2007, the Uganda
Constitution Chapter 11 and Standard Rules of Procedure for Local
Government Councils in Uganda Section 18 for ease of reference to the local
council leaders.
WLEDE further acknowledges the support of African Women Development
Fund-AWDF in this vital cause.
